Export Notice: Implementation of Mandatory CCC Certification for Lithium-ion Batteries from August 1st

According to the "Announcement of the State Administration for Market Regulation on the Implementation of Mandatory Product Certification Management for Products such as Lithium-ion Batteries" (No. 10 of 2023), starting from August 1, 2024, China will implement mandatory CCC (China Compulsory Certification) management for lithium-ion battery cells/packs and mobile power sources (hereinafter referred to as "lithium batteries"). Lithium batteries that have not obtained CCC certification and are not marked with the CCC certification logo are not allowed to be manufactured, sold, imported, or used for other business activities.
CCC certification is a mandatory product certification system in China. This system requires certification of the quality of specific goods listed to ensure safety, health, and environmental protection. All specific goods listed for certification must undergo certification and bear the CCC certification logo before they can be manufactured, sold, imported, or used for other business activities. The purpose of the CCC certification requirements for lithium batteries is to improve the quality and safety of lithium batteries and mobile power products, effectively protecting the rights and interests of consumers.
The main standard for CCC certification of lithium batteries is the national mandatory standard GB31241 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products." This standard applies to portable electronic products weighing no more than 18 kilograms that are intended to be frequently carried by users, including:
(a) Portable office products: laptops, tablets, etc.;
(b) Mobile communication products: mobile phones, wireless telephones, walkie-talkies, etc.;
(c) Portable audio/video products: portable TVs, portable media players, cameras, camcorders, voice recorders, Bluetooth headsets, portable speakers, etc.;
(d) Other portable products: electronic navigators, digital photo frames, game consoles, e-books, mobile power sources, portable energy storage devices, portable projectors, wearable devices, etc. Not all lithium-ion batteries currently require CCC certification.
At the same time, certification bodies and laboratories engaged in CCC certification activities for lithium batteries should be designated by the Certification and Accreditation Administration of the People's Republic of China (CNCA). Relevant information can be found on the CNCA website. The application for lithium battery CCC certification requires the following information:
(1) Certification application form;
(2) Business licenses of certification applicants, manufacturers, and production enterprises;
(3) Confirmation of consistency between the applicant and the manufacturer;
(4) Test application form (including a list of safety-critical parts, operating parameters, battery nameplate, battery pack nameplate, internal profile of the battery, circuit diagram, and layout of the battery pack);
(5) Battery and battery pack specifications, Chinese nameplates;
(6) Factory quality assurance capability self-assessment report/statement from the production enterprise (if necessary);
(7) Factory inspection survey form (if necessary).
Customs Reminder
Customs reminds enterprises related to lithium batteries for portable electronic products to pay attention: CCC certification not only applies to relevant domestic enterprises in China but also applies to overseas lithium battery enterprises entering the domestic market. Starting from August 1, 2024, lithium batteries without CCC certification are not allowed to be manufactured, sold, imported, or used in China. Relevant enterprises should promptly refer to the national standard GB31241 and conduct benchmark tests on the rated capacity, appearance labeling, and safety protection management of lithium-ion battery products designed and manufactured for portable electronic products to avoid subsequent CCC certification failures, which may affect the normal import and export of portable electronic products.
